    Agency Mission
    Piedmont Housing Alliance is a regional nonprofit organization that creates housing and community development opportunities for very low to moderate income families and individuals, teaches financial literacy and management, homebuying and homeownership skills, and advocates for affordable housing policies and programs.

    Agency Description
    The Piedmont Housing Alliance is a private, nonprofit organization established in 1983 to address affordable housing and other community development needs on a regional basis within the Thomas Jefferson Planning District. PHA serves six jurisdictions - Albemarle, Fluvanna, Greene, Louisa and Nelson counties and the City of Charlottesville. Formerly known as the Thomas Jefferson Housing Improvement Corporation (TJHIC), the agency was reorganized in February 1997 into a Community Housing Development Organization (CHDO) and renamed the Piedmont Housing Alliance. On March 1, 1997, PHA contracted with the Charlottesville Housing Foundation (CHF) to manage the CHF asset base.

    As PHA builds its own asset base and services, it plans to eventually acquire the CHF portfolio. TJHIC and CHF have a combined legacy of sixty years in affordable housing and community development, raising over $2.5 million and providing housing services and development within the region worth in excess of $70 million. In March 2001, PHA was recertified by the U.S. Treasury as a Community Development Financial Institution (CDFI). In May 2002, the U.S. Department of Housing and Urban Development (HUD) recertified PHA as a Housing Counseling Agency, and in July 2003, PHA was certified by Freddie Mac as a Homeownership Education and Counseling Agency. The Piedmont Housing Alliance Board of Directors includes representatives from the community and other regional housing and community development organizations that PHA collaborates with on initiatives.

    PHA's activities are targeted to primarily serve low to moderate income families and individuals in the Thomas Jefferson Planning District, either directly (loans, housing counseling and project development) or indirectly (loans and project development assistance to organizations with the same target population). Low to moderate income is defined as up to 80% of the Area Median Income (AMI). For the Charlottesville MSA in 2004 that income figure would be up to $37,350 for a single person and $53,300 for a family of four. However, these figures vary across the region with Nelson County having an 80% AMI of $29,050 for a single person and $41,500 for a family of four.

    PHA provides services in four main areas:
