Housing Counselors/Staff
Director of Program Services - Shelley Murphy is responsible for the overall management of the Regional Home Ownership Center (RHOC), which includes the comprehensive Housing Counseling Program for first time homebuyers, Steppingstone Program, Section 8 Mainstream Voucher program for persons with disabilities, education and outreach on Predatory Lending Protection & Mortgage Default Program and Financial Literacy. She is a certified trainer for VHDA Homeownership Education Program. Shelley bring with her has more than 15 years in affordable housing and management. She brings experience working with local government, private and the nonprofit organizations. She holds a BA in Social Psychology from Park University; MA in Organizational Management from the University of Phoenix. Currently, residing in Palmyra and an active member and instructor for a local chapter of American Red Cross and the National Federation of Housing Counselors as a Certified Comprehensive Housing Counselor.

Housing Counselor- Sarah Brazelton is responsible for client intake, counseling, follow-up to qualifying for homeownership, information management, reporting and special assigned projects.

Foreclosure Prevention Specialist-Kathy Ellyasaki is responsible for client intake, counseling and followup on default foreclosure prevention clients.

Certified Housing Counselor - Rosa Hudson is responsible for all comprehensive housing counseling programs including the Steppingstone, Homebuyers Clubs, and Community Outreach programs. Rosa has assisted over 250 families and involved with city housing since 1967. Rosa has been a member of the Virginia Federation of Housing Counselors, Inc. for over twenty years and is certified as a trainer for the VHDA Homeownership Program. She is a member of the Public Housing Association of Residents (PHAR) Advisory Board, the Charlottesville Redevelopment and Housing Authority (CRHA) Grievance Panel, and Charlottesville's Quality Community Council (QCC).

Certified Housing Counselor- Jo Olson provides counseling services to first time homebuyers. Before joining PHA, Jo taught basic financial literacy classes and counseled individuals on financial asset development with a special focus on outreach to foreign-born residents. She received Housing Counseling certification through the Virginia Housing Counselors Association in May 2004, and certified to facilitate VHDA Homebuyers’ Education Classes in September 2005. Jo received her B.A. cum laude in English and Psychology from the College of William and Mary.
